Job Description (Roles and Responsibilities)

The British Embassy in Vilnius is part of a world-wide network, representing British political, economic and consular interests overseas and is looking for a Regional Procurement Manager for the Foreign, Commonwealth and Development Office’s Europe, Eastern Europe and Central Asia Directorates. The successful candidate will be responsible for managing regional procurement activity, managing a team of Procurement Leads and a Procurement Assistant, supporting the Regional Procurement Management team as well as working with customers and other procurement teams across the network developing and co-ordinating delivery of procurement solutions which meet customer requirements and achieve Value for Money in accordance with UK regulations.

Roles and responsibilities

Regional Procurement Delivery:

· Working with customers in British overseas Embassies and Consulates in accessing regional procurement requirements
· Conducting higher complexity procurements for goods and services: co-ordinating with the relevant stakeholders and categories to prepare and issue tender documentation, evaluation criteria and delivering the recommendation to award in accordance with UK procurement regulations

Managing the Team:

· Day-to-day management responsibilities within the Regional Procurement Team in Vilnius. This includes challenging assumptions, providing advice and guidance and managing customer expectations
· Building capabilities of team members through mentoring, coaching and where necessary, performance management
· Be a source of support and offer support and advice to the Procurement Team when they are faced with challenges in their work
· Flex resources across hub to ensure manageable workloads for all staff

Liaising with the responsible team on relevant P2P activities:

· Co-ordination with the Transactional Processing Team as support /cover for the regional representative of procurement process owner. Approval of regional POs over £25,000

Managing Procurement Performance:

· Producing reports for the regional head, managing KPI’s and SLA delivery and ensuring regional savings are captured and reported
· Be the initial escalation point when customers don’t feel they are receiving a satisfactory service
· Any other procurement activity as deemed by the Head or Deputy Head of Procurement Hub

This role will require the job holder to work independently on a day-to-day basis, setting their own goals and targets that align with the wider team. The job holder will need to be able to solve problems by weighing up a number of choices that balance the needs of operational efficiency, customer service and procurement policy and in doing so will be making operational decisions that they may need to justify and defend.

Qualifications, skills and experience

ESSENTIAL QUALIFICATIONS, SKILLS AND EXPERIENCE:

· Excellent English language communication skills, both orally and written (minimum of C1 level for CEFR framework*)
· University Degree or equivalent in Procurement, Supply Chain, Business, Economics, Finances or similar
· Minimum 4 years relevant experience of sourcing or buying Goods, Services and Works
· Experience in guiding and supporting junior staff
· Good knowledge of the best practice procurement and supplier management techniques
· Strong interpersonal and customer service skills
· Ability to deal with competing priorities
· Flexibility, willingness and ability to adapt to change
· Excellent working knowledge of MS Office

DESIRABLE QUALIFICATIONS, SKILLS AND EXPERIENCE:
· Knowledge of relevant EU and UK public sector procurement legislation and regulations would be a strong advantage
· Direct Line Management Experience

Other benefits and conditions

This is a full-time, permanent contract, of 35 net hours per week.
The start date for the position is as soon as possible, subject to the availability of the candidate and the length of the recruitment process.

· A base salary EUR 3664 (gross) and, in addition and sports allowance that is paid on top of the base salary

· 35-hour working week with a focus on work-life balance. Please note that while we offer some homeworking, this is primarily an office-based job
· 22 annual leave days + 14 public holidays.
