About the Role
We’re looking for an experienced People Operations Manager to take full ownership of HR operations for Mepco, the Lithuania-based company within the Ethos Engineering Group.
While the group headquarters are based in Dublin, Ireland, this role will act as the lead People Operations contact for the Vilnius office of 40+ employees. You’ll be responsible for managing day-to-day HR operations locally while working closely with the wider People & Talent team and leadership in Ethos Engineering.
This is a hands-on role suited to someone who is comfortable working independently, building strong relationships across the business, and ensuring local HR processes run smoothly and in line with Lithuanian employment legislation and wider group standards.
You’ll play a key role in supporting employees and managers throughout the employee lifecycle, helping maintain a positive workplace culture while driving consistency, compliance, and operational efficiency.

- Take full responsibility for day-to-day HR operations for Mepco in Lithuania
- Manage the employee lifecycle, including onboarding, offboarding, employee changes, and HR administration
- Ensure HR processes are delivered accurately, efficiently, and in line with local employment legislation and group policies
- Maintain employee records, contracts, and HR systems to a high standard
- Coordinate payroll inputs and support local payroll administration
- Partner with the People & Talent team in Ethos Engineering HQ to ensure alignment across people processes and policies
- Identify opportunities to improve and streamline local HR operations
Employee & Manager Support:
- Act as the primary HR contact for employees and managers in the Vilnius office
- Provide practical guidance on policies, procedures, and day-to-day people matters
- Support employee relations matters and manage issues appropriately and professionally
- Build strong relationships across the local business and provide a responsive, people-focused HR service
- Support managers with performance, absence, and employee management processes
Recruitment & Talent Support:
- Work with hiring managers to support local recruitment needs
- Coordinate job postings, candidate screening, interviews, and hiring administration
- Manage candidate communication and support a positive recruitment experience
- Oversee contracts, offer documentation, and onboarding processes for new hires
- Support local retention and employee engagement initiatives
Compliance & Reporting:
- Ensure compliance with Lithuanian employment legislation and internal company policies
- Maintain accurate HR records and documentation for audit and compliance purposes
- Prepare HR reports and support people data accuracy across systems
- Identify risks, gaps, or operational issues and escalate where appropriate
- Projects & Continuous Improvement
- Support group-wide HR and People initiatives locally
- Assist with implementing new HR processes, systems, and ways of working
- Contribute ideas and improvements that enhance employee experience and operational efficiency
- Act as a trusted local partner to both employees and leadership teams in Vilnius and Dublin
What We’re Looking For
- 5+ years’ experience in HR Manager, People Operations Manager, Business Partner or a similar role
- Strong understanding of HR operations and Lithuanian employment legislation
- Experience working independently or as the lead HR contact within a local office or smaller business unit
- Comfortable managing multiple priorities in a fast-paced environment
- Strong organisational skills and attention to detail
- Confident communicating with employees, managers, and stakeholders at all levels
- Experience using HR systems and producing accurate reports
- Professional, discreet, and trustworthy when handling sensitive information
- Able to make sound decisions and work with a high level of autonomy
- Experience working within an international or multi-site organisation is an advantage
- Fluency in both Lithuanian and English is a must
